You used to be able to uninstall an update and then uncheck or "hide" it so it would not download again, at least until you were satisfied it was fixed. The other problem with Microsoft's new policy is that they now download and install device drivers to your system. This can really wreak havoc with systems when all of a sudden a device driver is installed and breaks the device.
Also with the new Anniversary Update, Microsoft has removed some of the customization capabilities in Group Policy Editor. Who knows how far they will take that. So that is the quandary.
