Cant download AMD radeon driver becasue of freezing

I'm not sure how to check the driver versions for chipset and BIOS I have scrolled through all the driver detail menus and tried to locate a driver on the Dell site but I have made sure, multiple times, that all of my drivers are up to date, both by using the systems assistant that Dell provides tailoring it to my own model and from within the Device manager. The problem is that when express or upgrade installing these there seems to be a hangup that will cause the driver to incompletely install and then Windows itself wants to interject it's opinion and install a driver from it's repository at the same time leaving to a corrupt driver install.
